A notice given to a Consumer by a Licensed Operator at least one month prior to any contractual changes that would either increase the Consumer’s burden under the contract or reduce the benefits to be gained by the Consumer under the contract. |

Bundle |
A package that includes several products or services for one recurring charge. |
Charges |
The amount payable by the Consumer in return for a Service / Product but excludes Early Termination Charge. |
Complaint |
Where a subscriber believes that he/she has not received the telecommunications service that he/she has requested and asks the operator to address his/her dissatisfaction. |
Consumer |
Any person who receives, uses, or consumes a telecommunications product or service. |
Data Usage |
The amount of data consumed or transferred over a network within a specific period, typically measured in megabytes (MB) or gigabytes (GB). |
Decision |
The reasoned and binding Decision issued by the Authority; formally resolving a Dispute. |
Dispute |
A disagreement between Licensed Operators or a complaint that has been escalated to the Authority for its decision. |
Early Termination Charge |
The Charges payable by Consumers in the event of terminating the contract before the end of the Minimum Service Period. |
eSIM |
A digital SIM that allows you to activate a cellular plan without having to use a physical SIM from a mobile network operator. |
Fair Usage Policy |
A limit introduced by Licensed Operators on data usage to ensure fair access for internet users and to maintain network performance. |
Fibre Broadband |
An internet connection that uses fibre technology. |
Fixed Line |
A connection to the Consumer by means of a cable through which the user can make phone calls or connect to the internet. |
Fixed Broadband |
A broadband (internet) connection that uses a wired technology, such as Fibre or copper, to connect a Consumer’s router to the Licensed Operator. |
Interconnection |
The linking of networks between different operators which would allow the Consumers of those operators to communicate with each other. |
International Roaming |
Refers to the ability of a Consumer to receive and make voice calls, send and receive data, or access other mobile service when travelling outside the geographical coverage area of the national operator. |
Internet Protocol (IP) |
Rules allowing devices running on different platforms to communicate with each other as long as they are connected to the internet. |
IP Address |
A number that is assigned to a computer or device for connecting the internet. IP addresses may be allocated as and when devices connect to the internet so that different addresses are used by a device at different times. |
License |
A Telecommunications License or a Frequency License. |
Licensed Operator |
A company that is licensed to operate a Telecommunications network or to provide a Telecommunications service under the Telecommunications law. |
Mbit/s |
‘Megabits-per-second’ is a unit of measurement referring to how fast data moves across a network. |
Mbytes/s |
‘Megabytes-per-second’ is a unit of measurement referring to how much data may be downloaded and uploaded by the Consumer. |
Minimum Service Period |
The minimum period agreed to by Licensed Operator and a Consumer, after which no fees are payable for the termination of the Service Contract by the Consumer. |
Mobile Broadband |
Internet connection that is based on mobile technology and allows seamless handover between cell sites. |
Notice Period |
The number of days’ notice a Consumer must give to the Licensed Operator to inform the Licensed Operator that he/she intends to cancel or switch his/her service. |
Notification of Resolution |
The Licensed Operator’s final proposal(s) for resolution of a Complaint, or rejection of a Complaint, which may be accomplished through an SMS confirmation, or any other means approved by the Authority. |
Number Portability |
Refers to the ability of a Consumer to transfer a fixed or mobile Telecommunications service from one operator to another without requiring a change in number. |
Postpaid Services |
Telecommunications services where consumers are billed after using the service for a specific period, often involves monthly subscriptions and contracts. Billing is based on actual usage and additional charges may apply. |
Prepaid Services |
Telecommunications services where consumers pay in advance for a specific amount of usage or predetermined period. |
Quality of Service (QoS) |
The level of performance and reliability experienced by users while using telecommunications services. It includes factors such as signal strength, call clarity, data transfer speeds, network availability and overall user experience. |
Roaming Call |
A mobile voice telephony call that is either:
- made by a roaming Consumer, originating on a Visited Network, and terminating on a public Telecommunications network whether within the Kingdom of Bahrain; or
- received by a roaming Consumer, originating on a public Telecommunications network whether within the Kingdom of Bahrain or otherwise and terminating on a Visited Network.

Roaming Cap |
A predetermined limit set by the Licensed Operators on the amount of usage or charges a consumer can incur while roaming. |
Service Contract |
The contract between Licensed Operators and Consumers which establishes the legal terms of how a certain product or service will be provided by the Operator. |
Subscriber Identification Module (SIM) |
A Consumer identity module smart card containing the telephone number of a Consumer, encoded network identification details, the personal identification number and other user data such as the phone book. |
Tariff |
Prices, fees, and terms of various telecommunications services that Licensed Operators offer. |
Telecommunications |
The conveyance and/or routing of messages, sound, visual images, or signals on Telecommunications network, other than broadcasting. |
Threshold |
Refers to a specific limit or level of usage, consumption, or activity associated with the services included in the package. |
Unlimited |
Means that the service/product is provided by the Licensed Operator without any limitation however, these claims are usually subject to a Fair Usage Policy. |
Visited Network |
A public mobile Telecommunications network situated in a country other than the Kingdom of Bahrain that permits a Roaming Consumer to make or receive Roaming Calls, and other Roaming Services. |
Wi-Fi |
Is the wireless technology that is usually used to cover indoor premises to connect Consumers devices to the Licensed Operator router; usually this Wi-Fi connection and its quality are outside the responsibility of the Licensed Operator. |
